2025 Parks, Recreation and Open Space Master Plan
At the Tuesday, May 27 City Council meeting, Kyle City Council unanimously approved the community-driven Parks, Recreation, and Open Space (PROS) Master Plan.
Developed through extensive community engagement, the PROS Master Plan addresses the city’s rapid population growth, evolving needs, and an increasing demand for inclusive and accessible outdoor spaces. The plan builds upon the 2016 version and establishes a clear path for enhancing quality of life, preserving natural assets, and supporting sustainable development.
The PROS Master Plan sets a strategic framework through five core goals.
- Dynamic and Inclusive Community: Delivering accessible, equitable spaces and programs for all.
- Balanced and Connected System: Building a cohesive network of parks, trails, and public spaces.
- Flourishing Nature Experience: Protecting ecosystems and integrating nature throughout the system.
- Vibrant and Prosperous Destination: Positioning parks as key contributors to economic development and quality of life.
- Sustainable Resources: Strengthening management, maintenance, and operational resilience.

The PROS Master Plan will serve as a 10-year guiding document for park and recreation planning. It was developed by measuring the existing system against community needs, national standards and growth projections.
The planning process, launched in August 2024, included public meetings, surveys, pop-up events, and a detailed needs assessment.
PROS Master Plan Development Timeline:
- October 15 - December 6, 2024: PROS Master Plan Survey
- October 21, 2024: PROS Master Plan Open House #1
- November 6, 2024: PROS Master Plan Open House #2
- December 9, 2024: Trails Focus Group Meeting
- December 10, 2024: Conservation Focus Group Meeting
- February 20, 2025: Stantec presented a final draft of the PROS Master Plan to the Parks and Recreation Board
- March 4, 2025: Stantec presented the final draft of the PROS Master Plan to City Council
- May 19, 2025: Staff sent the PROS Master Plan deliverables to City Council and Parks and Recreation Board for additional feedback
- May 27, 2025: Kyle City Council approved the PROS Master Plan
