Notice is hereby Given to all interested persons, that:

The City of Kyle shall hold a public hearing on a request by David and Mary Jane Cisneros (BOA-25-0018) to request a variance from Sec. 53-33 pursuant to Sec. 53-1198(h)(1) to allow a carport to encroach the required front and side yard setbacks for a property located at 102 Barrera Street, Kyle, TX 78640. 

A public hearing will be held by the Board of Adjustment on Monday, August 4, 2025, at 6:30 PM.

The City of Kyle is identified as an Entitlement City by the U.S. Department of Housing and Urban Development (HUD), and consequently, will receive funding annually through the Community Development Block Grant (CDBG) program. The amount of the CDBG grant is determined by statutory formula; the amount for FY25 (October 1, 2025 - September 30, 2026) is $277,869. Within the statutory constraints of the CDBG program, the City of Kyle has developed its own program and funding priorities.

The City of Kyle is completing the 30-day public comment period (July 2, 2025 through August 5, 2025) for the Annual Action Plan which identifies the specific activities to be carried out with CDBG funds to successfully support community development and affordable housing efforts in low- and moderate-income areas throughout the City. The City proposes to provide first time sewer and sewer line improvements in a low-to-moderate income area along Quail Ridge Loop with the FY25 CDBG allocation.

This notice serves to: 1) provide notice of the second public hearing regarding the proposed use of FY25 CDBG funds, 2) give citizens a final opportunity to comment on the Action Plan in person by attending the public hearing as specified below, and 3) ensure the public is notified of this opportunity by publishing this notice in the local paper and by posting it in public places and to social media outlets, in accordance with 24 CFR 91.115(b)(2).

Citizens can view a hard copy of the Action Plan at 100 W. Center Street, Kyle Texas 78640, Monday to Friday, from 8am to 5pm, or on-line at www.cityofkyle.com/planning/public-notices. Citizens will be able to comment on the Action Plan during the hearing. Any comments received during the hearing will be included in the Action Plan before it is submitted to HUD.

Public Hearing #2 will be held during the City Council meeting on Tuesday, August 5, 2025 at 7:00 PM at Kyle City Hall, 100 W. Center Street, Kyle, Texas 78640.

NOTICE OF PUBLIC HEARING ON AMENDMENT OF IMPACT FEES

NOTICE IS HEREBY GIVEN that the City Council of the City of Kyle, Texas will hold a public hearing at the Kyle City Council Chambers, located at 100 West Center Street, Kyle, Texas on August 19,2025 at 7:00 pm to consider the amendment of land use assumptions, a capital improvements plan, and imposition of an updated impact fee for new or expanded services from the Kyle water and/or wastewater utilities. 

The potential impact fee application area will be within the City of Kyle ETJ boundary shown in the map below.  Within this area, the revised impact fee may be levied in-full or in-part, depending on the service arrangement and in no way obligates the City to extend service beyond its incorporated area.  The maximum amount of impact fee that can be charged per service unit is $10,908 for water service citywide and $8,762 for wastewater service citywide. The exact amount of the impact fees to be levied, at or below the maximum, will be determined by the Kyle City Council subsequent to the Public Hearing. 

Any person has the right to appear at the hearing and present evidence for or against the proposed fee.  Information on prospective growth, land uses, and capital improvements that were used to calculate the maximum fee amount is available from the City of Kyle Public Works Department offices, located at 520 East FM 150 Kyle, Texas, from 8 am to 5 pm weekdays.

The City of Kyle receives Community Development Block Grant (CDBG) funds from the U. S. Department of Housing and Community Development (HUD).  The City has prepared a Draft Annual Action Plan outlining how it will allocate its funds for the upcoming year based on the current 5-Year Consolidated Plan. 

Based on comments received as part of the first public hearing, which was held on June 24, 2025, the City has drafted an Annual Action Plan for Program Year 2025 (October 1, 2025-September 30, 2026). The next step in this process is holding a 30-day public comment period to solicit input on the Draft Annual Action Plan.

The City invites all interested persons to review the draft plan and provide comments.

CDBG goals include:

1. Improving the urban environment in low- to moderate-income areas.

2. Eliminating blighting influences and the deterioration of property, neighborhoods and public 

facilities in low- to moderate-income areas; and

3. Ensuring decent, safe, sanitary housing for low-and moderate-income residents.

Activities and/or programs that receive funding must contribute to the attainment of goals outlined in the Five-Year (2024-2028) Consolidated Plan.  During the development of the Consolidated Plan, the City of Kyle Needs Assessment revealed several priority needs. The priority needs that will be addressed by the City over the 2024-2028 plan period consist of:

  • Construct sidewalks, natural trails, and multi-modal trails
  • New Construction or reconstruction of roads
  • Infrastructure Improvements – drinking water lines
  • Increase Access to Grocery Stores
  • Lower Land Costs
  • Infrastructure Improvements – sewer water lines
  • Street Lighting
  • Parks and Playgrounds
  • Downtown Revitalization
  • Senior Center, Library, Recreation Center(s)

The total amount of grant funds available is estimated at $277,869 for FY25 (October 1, 2025-September 30, 2026)

NOTICE IS HEREBY GIVEN that the City Council of the City of Kyle, Texas will convene at its regular meeting place in the City Hall in Kyle, Texas, at 7:00 o’clock P.M., Kyle, Texas time on August 5, 2025, and, during such meeting, the City Council will consider the passage of an ordinance or ordinances and take such other actions as may be deemed necessary to authorize the issuance of one or more series of certificates of obligation in an aggregate principal amount not to exceed $79,050,000 for the purpose or purposes of paying contractual obligations of the City to be incurred for making permanent public improvements and for other public purposes, to-wit: (a) designing, demolishing, constructing, renovating, improving, expanding, and equipping City parks and recreation facilities, including Kensington Park, the Parks Department Building, and the Senior Activity Center, and acquiring lands and rights-of-way necessary thereto or incidental therewith, (b) designing, acquiring, constructing, improving, enlarging, repairing, and extending the City’s animal shelter, (c) planning, designing, constructing, improving and equipping street improvements (including utilities repair, replacement, and relocation), curbs, gutters, intersections, and sidewalk improvements, including drainage, traffic safety signalization and signage, and landscaping incidental thereto, (d) designing, acquiring, constructing, improving, enlarging, repairing, and extending the City's combined utility system and the purchase of equipment, supplies, machinery, and other personal property relating to the System, and (e) the purchase of materials, supplies, equipment, machinery, landscaping, land, and rights-of-way for authorized needs and purposes relating to the aforementioned capital improvements.  The certificates of obligation (the Certificates) will be payable from the levy of an annual ad valorem tax, within the limitations prescribed by law, upon all taxable property within the City and from a lien on and pledge of certain revenues derived by the City from the operation of the City’s utility system.  In accordance with Section 271.049, as amended, Texas Local Government Code, (i) the current principal amount of all of the City’s outstanding public securities secured by and payable from ad valorem taxes is $140,270,000.00; (ii) the current combined principal and interest required to pay all of the City’s outstanding public securities secured by and payable from ad valorem taxes on time and in full is $199,348,326.00; (iii) the estimated combined principal and interest required to pay the Certificates to be authorized on time and in full is $143,299,212.50; (iv) the maximum interest rate for the Certificates may not exceed the maximum legal interest rate; and (v) the maximum maturity date of the Certificates to be authorized is August 15, 2055.  The Certificates are to be issued, and this notice is given, under and pursuant to the provisions of the Certificate of Obligation Act of 1971, as amended, Texas Local Government Code Section 271.041 through Section 271.064, Chapter 1502, as amended, Texas Government Code, and the City’s Home Rule Charter.

The City of Kyle receives Community Development Block Grant (CDBG) funds from the U. S. Department of Housing and Community Development (HUD).  The City must prepare an Annual Action Plan outlining how it will allocate its funds for the upcoming year based on the current 5-Year Consolidated Plan. 

To begin the process to determine funding priorities and activities for the upcoming program year, the City is hosting a public hearing to solicit input into the potential activities for funding for Program Year 2025 (October 1, 2025-September 30, 2026).  Public comments are welcome at any time; however, an official 30-day public comment period will be conducted upon completion of the draft Annual Action Plan. 

The City invites all interested persons to the Public Hearing to discuss the CDBG program to provide citizens with the opportunity to participate in the development of the proposed Annual Action Plan for the use of HUD grant funds for the FY 2025 program year.

CDBG Program Background: The national objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment and expanding economic opportunities principally for low- to moderate-income persons. Not less than 70% of CDBG funds must be used for activities that benefit low- to moderate-income persons individually through non-profit agencies or through improvements in low- to moderate-income neighborhoods. 

CDBG goals include:
