At its September 3, 2024, City Council Meeting, the city adopted water and sewer rate adjustments designed to ensure that everyone pays their fair share for these critical services.
These changes follow the results of a comprehensive cost-of-service study conducted by the consulting firm Raftelis, which revealed that our current rates are insufficient to cover the true costs of supplying and maintaining the water and wastewater systems.
The rate changes distribute costs fairly across all user groups, including single-family residences, businesses, and apartment complexes. Each customer class will pay according to their impact on the system and how much water they use.
New water and wastewater rates will be in effect starting in October 2024, ensuring that everyone pays their fair share for these critical services.

Does the city make a profit on water rates?
No, the City of Kyle does not profit from water rates. The rates are set to cover the actual costs of purchasing, treating, and delivering water to residents and businesses and maintaining and upgrading the necessary infrastructure. Any revenue generated from water rates is reinvested into the water and wastewater systems to ensure reliable service and to fund future improvements.
How much is the city planning on investing in infrastructure in the coming years?
The City of Kyle plans to invest approximately $338 million in critical infrastructure over the coming years to support the growing demand for water and wastewater services and ensure reliable service for all residents and businesses.
How will the rate increase affect my bill?
The impact on your bill will depend on your water usage and customer class. For example, a typical single-family residential customer using 5,000 gallons per month will see an increase of about $7.89 monthly. Commercial and multi-family customers will also see adjustments based on their usage.
