Water Rate Adjustments

At its September 3, 2024, City Council Meeting, the city adopted water and sewer rate adjustments designed to ensure that everyone pays their fair share for these critical services.

These changes follow the results of a comprehensive cost-of-service study conducted by the consulting firm Raftelis, which revealed that our current rates are insufficient to cover the true costs of supplying and maintaining the water and wastewater systems.

 

Fair Water Rates for All Users

The rate changes distribute costs fairly across all user groups, including single-family residences, businesses, and apartment complexes. Each customer class will pay according to their impact on the system and how much water they use.

New water and wastewater rates will be in effect starting in October 2024, ensuring that everyone pays their fair share for these critical services.

Water rates are an investment in the complex system that delivers our water 

The City of Kyle is responsible for delivering water to the community 24/7, ensuring we can count on it every minute of every day. To do that, the city purchases and treats water, and manages the complex system made up of pipes, pumps, and storage tanks that we use each day. Every time you pay your water bill, you’re helping to keep that complex system running. We use water rates to: 

  • Purchase Water: Before we deliver water to homes and businesses across Kyle, the city must purchase it. The water rates help pay for the water the city purchases, the costs of treating it, and the cost of transporting it.
  • Operate the System: Water rates contribute to the valuable infrastructure that transports our water and the highly trained professionals who keep it flowing 24/7.
  • Prepare for the Future: Investing in our water system is not just about keeping the taps running today; it’s about planning for Kyle’s future. Wise investments in the water system ensures our ability to serve you and your family far into the future. 

 

Wastewater rates ensure our sewer system protects you and the environment 

Protecting the health of our community and environment is a top priority, which is why our wastewater system includes key infrastructure to manage wastewater safely and responsibly. Wastewater rates help: 

  • Maintain System Reliability: Our community depends on a reliable wastewater system to maintain health and safety. The city uses your rates to invest in the necessary infrastructure to maintain this reliability.
  • Operate the System: Wastewater bill payments help the city maintain the equipment that transports and cleans our wastewater and employ the professionals who keep it running 24/7.
  • Protect Plum Creek: As Kyle grows, our wastewater treatment plant needs to keep pace with the demands we place on it. The city plans to expand our wastewater treatment plant to ensure it can responsibly manage capacity and, ultimately, protect Plum Creek. 

 

No, the City of Kyle does not profit from water rates. The rates are set to cover the actual costs of purchasing, treating, and delivering water to residents and businesses and maintaining and upgrading the necessary infrastructure. Any revenue generated from water rates is reinvested into the water and wastewater systems to ensure reliable service and to fund future improvements.

 

The City of Kyle plans to invest approximately $338 million in critical infrastructure over the coming years to support the growing demand for water and wastewater services and ensure reliable service for all residents and businesses.

The impact on your bill will depend on your water usage and customer class. For example, a typical single-family residential customer using 5,000 gallons per month will see an increase of about $7.89 monthly. Commercial and multi-family customers will also see adjustments based on their usage.

Water and wastewater rates cover several key areas essential to delivering reliable services to the community. These include purchasing and treating water, maintaining and operating the complex system of pipes, pumps, and storage tanks, and employing skilled professionals who manage the system 24/7. Additionally, the rates fund critical infrastructure projects, such as expanding the wastewater treatment plant and upgrading aging pipelines, to meet the community's growing demands and ensure future service reliability.

A cost-of-service study is an analysis that determines the actual cost of providing water and wastewater services. It ensures that rates are set fairly, so each customer group pays a share that reflects their use and impact on the system.

If approved, the new rates will take effect in October 2024. The City Council will review and consider these rates during meetings scheduled for August 20th and September 3rd, 2024.
