2025 Water Master Plan
At the Tuesday, April 15, 2025 City Council meeting, The Kyle City Council unanimously approved the City’s first comprehensive Water Master Plan, marking a significant milestone in long-term water planning and infrastructure development.
The City of Kyle partnered with STV Engineering to develop the Water Master Plan, which evaluates the city’s current water sources and provides a strategic framework for acquiring additional water, managing the current water supply, and recommending system improvements to meet the demands of current residents and future growth. The Master Plan is designed to guide the city’s water planning efforts for the next 50 years, ensuring a sustainable and reliable water supply through capital improvements and system optimization.
Key Highlights of the Water Master Plan:
- Evaluates existing water sources and outlines strategies to acquire additional supply to meet projected demand at full city buildout, focusing on 5, 10, and 50 year horizons.
- Analyzes the current water distribution system and recommends system improvements.
- Outlines a phased Capital Improvement Plan (CIP) that recommends an investment of approximately $137.24 million in CIPs over the next 5 years.
Water Master Plan Development Timeline:

February 20, 2024 - Kyle City Council awarded a task order to STV Engineering to develop the Water Master Plan.

September 17, 2024 - Kyle City Council approved a follow-up task order to STV for the update of the City’s Drought Contingency Plan and Water Conservation Plan.

March 29, 2025 - STV presented the final draft of the Water Master Plan to the City Council during a City Council Special Meeting.

April 15, 2025 - Kyle City Council approved the Water Master Plan.
