PY2025 Draft Annual Action Plan - Public Comment Period

The City of Kyle receives Community Development Block Grant (CDBG) funds from the U. S. Department of Housing and Community Development (HUD). The City has prepared a Draft Annual Action Plan outlining how it will allocate its funds for the upcoming year based on the current 5-Year Consolidated Plan.
Based on comments received as part of the first public hearing, which was held on June 24, 2025, the City has drafted an Annual Action Plan for Program Year 2025 (October 1, 2025-September 30, 2026). The next step in this process is holding a 30-day public comment period to solicit input on the Draft Annual Action Plan.
The City invites all interested persons to review the draft plan and provide comments.

CDBG goals include:
1. Improving the urban environment in low- to moderate-income areas.
2. Eliminating blighting influences and the deterioration of property, neighborhoods and public
facilities in low- to moderate-income areas; and
3. Ensuring decent, safe, sanitary housing for low-and moderate-income residents.
Activities and/or programs that receive funding must contribute to the attainment of goals outlined in the Five-Year (2024-2028) Consolidated Plan. During the development of the Consolidated Plan, the City of Kyle Needs Assessment revealed several priority needs. The priority needs that will be addressed by the City over the 2024-2028 plan period consist of:
- Construct sidewalks, natural trails, and multi-modal trails
- New Construction or reconstruction of roads
- Infrastructure Improvements – drinking water lines
- Increase Access to Grocery Stores
- Lower Land Costs
- Infrastructure Improvements – sewer water lines
- Street Lighting
- Parks and Playgrounds
- Downtown Revitalization
- Senior Center, Library, Recreation Center(s)
The total amount of grant funds available is estimated at $277,869 for FY25 (October 1, 2025-September 30, 2026)

Community Development Block Grant Program
The City of Kyle is now an Entitlement City in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program. In December 2024, HUD approved the City’s first-ever 5-Year Consolidated Plan and Annual Action Plan. These plans outline potential projects that can be funded with CDBG money to improve the community.
For Fiscal Year (FY) 2025, the City has been allocated $266,144 in CDBG funds. As part of the planning process, the City conducted a Needs Assessment survey to gather input from residents. The survey identified sidewalks as the top priority for improvement in the City.
The City will use CDBG funding in FY2025 to focus on improving sidewalks, especially in areas with low to moderate income, as required by HUD. City staff are currently identifying sections of sidewalk that are either missing or in need of repair or replacement in eligible neighborhoods. Once the sidewalk segments are chosen, the City will invite bids from qualified contractors to complete the work, helping to improve safety and accessibility for residents.
